石垣島にて 2019年3月

赤く咲くのはでぃぐぬ花（でいごの花）か。ヤマトの誰かが歌ったように1945年6月、沖縄本島では、でいごの花が咲き乱れていた。そして嵐（米軍）が来た。どう咲きゃいいのよ、この私。

石垣島にて論文発表してきた。今回はハワイにおける再生可能エネルギー電源導入政策調査の話。カウアイ島の例を紹介した。この島では屋久島の一部と同様に、島民がメンバーとなった組合方式の電力供給を行っている。どんなエネルギーを使うのかは島民自身が決めるらしい。ハワイで一番大きなメガソーラ（太陽光発電）を導入したが風力発電は使わない。絶滅危惧種の海鳥を保護するためだ。

沖縄はハワイに似ている。例えば、石垣島では台風で石油が届かないと近隣の島まで停電してしまう。輸送費を考えるともともと（台風がなくても）石油は高い。新空港の候補地となった白保地区では環境保護運動が起こった。環境保護に対する島民の意識は高い。

どれくらい似ているのか、カウアイ島と石垣島の数字を比較してみたい。それと同時に島の歴史や文化が島民の意識にどう影響しているのかが興味深い。カウアイ島とアメリカ本土、ハワイ州との関係はどうなのか。

石垣島など八重山諸島はアメリカや日本に支配される前に琉球王朝から支配されている。沖縄の素晴らしいが、八重山諸島の民謡はとりわけ豊かだ。その理由は、三線が渡来する以前から豊かだったからというのが私の説だ。カウアイ島には古い民謡があるのか、ないのか。実際に行って調べてみたい。

I have made a presentation at Ishigaki-jima. This time I was talking about survey on the introduction policy of renewable energy power supply in Hawaii. I introduced an example of Kauai. On this island, like the part of Yakushima Island, the islanders are engaged in union-style power supply. It seems that the islanders themselves decide what kind of energy to use. They introduced the biggest mega solar (solar power generation) in Hawaii, but do not use wind power. It is to protect sea birds of endangered species.

Okinawa is like Hawaii. For example, Ishigaki-jima supplies electricity including nearby islands, but if the oil does not reach the island due to typhoon, these areas will be out of power. Including the transportation costs, oil is expensive (even without a typhoon). An environmental protection campaign occurred in the Shiraho district of Ishigaki-jima that became a candidate for the new airport. The islanders' consciousness for environmental protection is high.

I would like to compare the numbers of Kauai and Ishigaki islands how similar they are. At the same time, it is interesting how the history and culture of the island influence the he reason is that it was already rich from before the Sanshin came in, is my story. Are there old folk songs on Kauai? I really want to go there and see it.
